India imposes duty on glass fibre import from China

The finance ministry of the Indian government has announced imposition of anti-dumping duty on import of glass fibre from China to protect domestic industry from cheaper shipments. The duty will range from 20.46 per cent to 47.15 per cent (of CIF value) depending on the producer. It will be levied for a period of five years to August 31, 2021.

Anti-dumping duty on import of glass fibre from China was first imposed in 2013. In 2015, this duty was extended by the Indian government by one year to July 13, 2016.

Following a review in July this year, the Directorate General of Anti Dumping (DGAD) concluded that glass fibre has been exported to India from China below its normal value. Fibre glass from China was entering into “the Indian market at dumped prices” and “the domestic industry has suffered material injury,” DGAD said.

The review was carried out following a petition filed by Owens-Corning (India) Pvt Ltd and Owens Corning Industries (India) Pvt seeking continuation of anti-dumping duty on certain 'glass fibre' imports from China.

There is likelihood of recurrence of injury in case of cessation of anti-dumping duties, DGAD said, and recommended continuation of ad-valorem anti-dumping duty, as a percentage of the CIF value of imports from China.

According to the finance ministry notification, anti-dumping duty of 20.46 per cent of CIF value would be levied on import of glass fibre made by Chongquing Polycomp International Corporation (CPIC).  Like-wise, duty of 24.59 per cent would be levied on import of glass fibre produced by Jushi Group Jiujiang Co Ltd, and 33.11 per cent on glass fibre manufactured by Taishan Fibreglass Inc.

Glass fibre imported from all other Chinese companies will attract anti-dumping duty of 47.15 per cent, the notification said.

Glass fibre includes glass roving, direct rovings, glass chopped strands and glass chopped strands mats. Glass fibre articles are essentially a reinforcement material.

“Specifically excluded from the scope of the product under consideration are glass wool, fibre glass wool, fibre glass insulation in wool form, glass yarn, glass woven fabrics, glass fibre fabric, glass woven rovings, chopped strands meant for thermoplastic applications, micro glass fibre used in battery separator, surface mat/surface veil/tissue, wet chopped strands and Cemfil (alkali resistant glass fibre for concrete reinforcement),” the notification said.
