In its preamble to the regulation, the EPA explicitly encourages all states to implement the rule in its entirety as quickly as possible to enhance regulatory uniformity for businesses that use wipes.

“As the new regulations are implemented by the various states, we are hopeful it will open new opportunities for our member companies to expand their businesses,” says King. “This will create new jobs and will increase the opportunities to reuse recycled and donated clothing. We encourage the public to recycle all of their clothing through charities or for-profit companies. The wiping cloths we are talking about here are made from clothing that cannot be reused as it was originally manufactured.”
